Welch who represented San Francisco in the United States Congress from 1926 to 1949 encompassing the entire tenure of Franklin Roosevelt. I believe this seat is now held by Nancy Pelosi. One of 2500 copies, this book is gold stamped with his name on the front cover. Marbled edges and I believe a soft leather cover. Thumb notches for easily finding sections. From Wikipedia: Richard Joseph Welch (February 13, 1869 – September 10, 1949) was an American county clerk and politician. He sat in the United States House of Representatives for 12 terms from 1926 to 1949, serving a district in San Francisco, California. Before this, Welch had been a state senator.
